Behind these figures are potentially serious consequences: injuries and fatalities, destruction of facilities and equipment, business interruption and significant financial losses. And yet, in many cases, a fire could have been prevented or brought under control if appropriate prevention measures had been correctly implemented.

This guide is intended for you, whether you are a small or medium-sized business owner, an HSE manager, an occupational safety professional or responsible for facilities management. Its aim is to give you a clear overview of your main fire safety responsibilities, the essential equipment you need and the organization you should put in place to effectively protect your employees, assets and business.

Fire safety in the workplace is not simply about checking regulatory compliance boxes. It is a strategic challenge with three key dimensions.

Human risk: the absolute priority

A fire in an open-plan office, warehouse or workshop can become life-threatening within minutes. Toxic smoke can cause casualties long before flames reach certain areas. During a fire, poor evacuation procedures, obstructed exit routes or a smoke control system that fails to operate correctly can considerably worsen the consequences of the incident.

This is a scenario that can occur more often than we think. That is why prevention and preparedness should be part of the day-to-day management of every business.

Material and financial risk: beyond the flames

Destruction of facilities, inventory and digital data, production downtime, loss of customers... The financial consequences of a fire can be considerable. And insurance does not necessarily cover every loss.

Without a business continuity plan, a company can quickly face serious financial difficulties, particularly when business interruption lasts for several weeks.

Legal and reputational risk

Failure to meet applicable fire and workplace safety requirements can expose employers to civil, regulatory and potentially criminal liability, depending on the circumstances and applicable federal, state and local requirements.

Beyond potential penalties, a company's reputation can also suffer lasting damage. A serious fire can undermine the trust of customers, suppliers, employees and business partners, particularly when shortcomings in fire prevention and emergency preparedness are brought to light.

The regulatory framework: what are your responsibilities?

Fire safety requirements in the United States depend on the type of workplace and the federal, state and local requirements that apply.

At the federal level, OSHA establishes workplace safety requirements covering areas such as emergency action plans, fire prevention plans, exit routes and portable fire extinguishers. OSHA requirements may be complemented by state and local fire codes and standards, including those adopted by the relevant authority having jurisdiction (AHJ).

OSHA requirements: the common foundation

OSHA's standards establish requirements for workplace fire protection and emergency preparedness.

Depending on the workplace and applicable OSHA standards, employers may need a written Emergency Action Plan (EAP) and Fire Prevention Plan (FPP). These plans address how employees should respond to emergencies and how fire hazards should be identified and controlled.

A fire prevention plan must address major fire hazards, procedures for handling and storing hazardous materials, potential ignition sources and their control, combustible waste and the maintenance of safeguards designed to prevent accidental ignition.

Three key areas underpin an effective fire safety program:

  • Fire hazard assessment: identify potential fire hazards, ignition sources, combustible materials and people who may be exposed.
  • The implementation of appropriate prevention and protection measures: fire alarms, extinguishers, emergency lighting, exit routes, signage and emergency procedures.
  • Ongoing monitoring and documentation, including inspections, maintenance, training and emergency drills.

Too many businesses develop a fire safety plan once and then leave it untouched. However, fire prevention and emergency plans should reflect the current conditions of the workplace.

A plan that no longer reflects the reality of the facility can leave important hazards unidentified, particularly following relocation, renovation, changes to the layout or the introduction of a new process.

Specific requirements: workplaces, industrial facilities and high-risk environments

In addition to OSHA requirements, businesses must consider the fire codes and standards adopted by the relevant state and local authorities. Depending on the facility, additional requirements may also apply under standards referenced by OSHA or adopted by the applicable authority having jurisdiction.

1 Offices and commercial facilities

Fire safety arrangements should take into account the size, layout, occupancy and activities carried out in the facility. Particular attention should be paid to exit routes, fire detection and alarm systems, emergency lighting and portable fire extinguishers.

2 Industrial facilities and warehouses

Industrial sites and warehouses can present additional risks due to machinery, combustible materials, flammable liquids, hazardous substances, storage arrangements and complex building layouts. The fire prevention plan should identify these hazards and establish appropriate measures to prevent fires and limit their spread.

3 High-risk and specialized facilities

Additional requirements may apply to facilities such as healthcare establishments, laboratories, chemical plants, manufacturing facilities, high-rise buildings and other environments with elevated fire risks. Businesses should therefore confirm the requirements applicable to their facility with the relevant Authority Having Jurisdiction (AHJ), local fire department and other competent authorities.

Prevention measures and essential equipment

Having the right equipment is not enough. Equipment must also be appropriate for the hazards present, correctly installed, accessible and properly inspected, tested and maintained.

These are some of the main technical pillars of workplace fire safety.

Fire detection and alarm systems: the first line of defense

A fire detection and alarm system is one of the first lines of defense. Its purpose is to detect a fire as early as possible and alert occupants before the situation escalates.

Depending on the facility and applicable requirements, a system may include:

  • Automatic fire detectors, which identify signs of fire and trigger an alarm.
  • Manual pull stations, allowing occupants to manually activate the fire alarm.
  • Fire alarm control panels, which receive and process signals from the various devices.
  • Audible and visual notification appliances, designed to alert occupants and facilitate a rapid and orderly evacuation.

One area that is often overlooked is maintenance. A dirty detector, a discharged battery or a cable disconnected during construction work can compromise the operation of the entire system.

Fire alarm systems should be inspected, tested and maintained according to applicable requirements, manufacturer instructions and the standards governing the installation.

Portable fire extinguishers: acting quickly and correctly

Portable fire extinguishers remain an important means of first response to an incipient fire.

In the United States, OSHA's requirements for portable fire extinguishers are set out in 29 CFR 1910.157. When portable extinguishers are provided for employee use, they must be properly mounted, located and identified so that they are readily accessible without exposing employees to potential injury.

The type and placement of extinguishers should be based on the hazards present and the applicable codes and standards.

The main types include:

  • Water extinguishers: generally suitable for Class A fires involving ordinary combustible materials such as wood, paper and textiles.
  • Foam extinguishers: suitable for certain Class A and Class B fire risks, depending on the specific extinguisher.
  • Dry chemical extinguishers: widely used for different classes of fire, including ABC extinguishers designed for Class A, B and C hazards. They can, however, reduce visibility and leave residue.
  • CO₂ extinguishers: particularly suitable for certain fires involving energized electrical equipment. They leave no residue after use.

Portable extinguishers must be readily accessible and properly identified. OSHA also requires employee education on the general principles of fire extinguisher use and the hazards associated with fighting incipient-stage fires when extinguishers are provided for employee use.

An inaccessible fire extinguisher is a useless fire extinguisher. Physically check access to every piece of equipment regularly and make sure that no obstacle prevents it from being used quickly in an emergency.

Smoke control: supporting safe evacuation

Smoke is one of the main hazards during a fire. Smoke control systems are designed to limit smoke accumulation, support safe evacuation and assist emergency responders.

Depending on the building and applicable codes, different solutions may be used, including:

  • Natural smoke ventilation, using vents and openings.
  • Mechanical smoke control, using powered extraction systems.

Maintaining these systems is essential. Problems can include vents blocked by corrosion, faulty actuators or smoke outlets obstructed by installations added over time.

These are silent failures that may go unnoticed until the system is actually required to operate.

Emergency evacuation planning: the key to saving lives

Equipment is of little value without rigorous organization. The human factor can make the difference between an orderly evacuation and a panic situation.

Emergency action plans and evacuation procedures

An Emergency Action Plan (EAP) is designed to organize employer and employee actions during workplace emergencies. Where required by OSHA, it must address elements such as emergency reporting procedures, escape routes and assignments, procedures for accounting for employees after evacuation and other relevant emergency arrangements.

An effective evacuation plan should identify:

  • Emergency exit routes and exits.
  • The location of fire extinguishers, manual pull stations and other fire protection equipment.
  • Assembly areas.
  • Procedures to follow in the event of a fire.
  • Responsibilities assigned to employees during an emergency.

Exit routes must remain accessible and properly maintained so employees can evacuate safely. OSHA's requirements cover exit routes, emergency action plans and fire prevention plans.

Emergency procedures should be clear, simple and tailored to the specific workplace. Avoid generic plans that do not reflect the actual layout, hazards and occupants of your facility.

Signage: providing guidance even in a panic

When smoke fills a corridor or visibility is reduced, appropriate signage helps people quickly identify exit routes and emergency exits.

Emergency lighting and illuminated exit signs can help occupants identify escape routes and exits when normal lighting is unavailable.

Exit routes and emergency exits should remain clearly identifiable, accessible and free of obstructions. The specific requirements may vary according to the applicable building and fire codes.

People with specific needs must also be taken into account: employees with disabilities, visitors, temporary workers, contractors and subcontractors. Their evacuation should be incorporated into the emergency arrangements.

Fire drills and emergency exercises

The frequency and format of fire drills and emergency exercises depend on the workplace, the applicable OSHA requirements and the relevant state and local codes.

Where an emergency action plan applies, employees should be trained on the plan and their responsibilities. Regular drills and exercises are an effective way to test whether employees understand the procedures and whether the organization can respond effectively.

A properly conducted exercise can:

  • Create automatic responses among occupants.
  • Identify bottlenecks (blocked doors, obstructed stairways, inadequate signage).
  • Check the operation of alarm and smoke control systems.
  • Measure evacuation time and compare it with established objectives.

Vary the scenarios — a fire in a technical room, a warehouse or during the lunch break — to avoid creating a routine. An exercise that is always identical eventually stops testing the organisation's real response capabilities.

Fire safety records: demonstrating compliance

 

Fire safety documentation and records are essential for demonstrating that appropriate prevention and protection measures are in place.

Depending on the facility and applicable requirements, documentation should include:

  • Records of inspections, testing and maintenance of fire protection equipment.
  • Emergency drill and exercise reports.
  • Employee fire safety training records.
  • Fire prevention and emergency action plans where required.
  • Reports and documentation from qualified contractors and inspection bodies where applicable.

Where OSHA requires a written Fire Prevention Plan, it must be kept in the workplace and made available to employees for review.

In the event of a fire, incomplete documentation can make it more difficult to demonstrate that appropriate prevention, maintenance and training measures were implemented.

This is not simply an administrative file: it is an essential part of effective fire safety management.
